UK Local Authorities Plan to Sell Off Community Hubs and Sports Centres to Manage Finances

According to a latest survey of municipal councils, UK councils are planning to offload social clubs, sports centres, and retail spaces as they rely on a fire sale of properties to stabilize finances.

Growing Fiscal Challenges Drive Asset Sales

The Key Cities Group for major urban areas in the UK stated that six out of ten of councils are planning to sell assets to meet the escalating costs of social services for vulnerable individuals.

Local governments have in the past faced criticism for disposing of playing fields and open spaces to shore up their budgets, but they argue they must proceed to generate essential revenue from asset sales or face insolvency.

This coalition said that a high proportion of authorities seeking to generate funds from a quick sale of assets marked “a distinct shift from 2024, when the majority (six in ten) of municipal officials stated they would focus on restructuring services and utilising financial reserves to manage growing fiscal pressures.”

Specific Examples of Planned Disposals

Medway Council in Kent announced its property management strategy featured the disposal of a retail complex in a local town and a social club in another town to raise £20m over the next half-decade.

  • Gillingham golf club and business parks held in Worcestershire and Suffolk, which all generate rent for the authority, will also be disposed of under the plan.

Local Levy Increases and Broader Financial Pressures

This research of local authorities in the coalition, which covers Sunderland, Southampton, Gloucester and Salford, also found that more than 70% of councils will have to increase council taxes next spring to cover the growing cost of core provisions, higher levels of housing insecurity, and a longstanding housing shortage.

The authority explained it will press ahead with property disposals after sharp increases in the cost of children services, support for vulnerable learners, adult social care, and short-term housing.

“We are taking creative strategies but certain measures take time to achieve both better provisions and financial savings,” said Vince Maple.

He added: “There are population challenges which will persist to add to the pressures we have. As a local government body, we had a drastic reduction in our central funding from 2010-24, which is very challenging.”

Countrywide Patterns and Forecasts

A survey of regional authorities this week further found council budgets being stretched by the growing number of children and adults needing Send support.

A network of councils projected that council deficits will reach 4.4 billion pounds a year by the end of the decade, as they struggle to cope with increased demand.

Ministers have put off planned reforms to the Send system until the coming year after a white paper outlining those changes was recently delayed.

Disadvantage and Financial Shortfalls

Based on the most recent indices of deprivation (the Index of Multiple Deprivation) for English councils, several key cities members were among the most deprived in England.

  • “Member cities like several major towns place in the most deprived 30 nationally under the latest IMD measures,” noted the report.

“While only a single urban area is among the top 10 for disadvantaged communities countrywide, urban areas are much more prone to be in the most deprived fifth of England. The data highlights the extent of challenges confronting municipal officials across key cities in the coming year,” the analysis added.

“Local government leaders have been explicit about the need for a equitable and lasting funding system that reflects and addresses the real levels of deprivation and demand,” stated Michael Mordey.

“Lacking this, local authorities will continue to face difficult decisions around which essential services to fund, and which to cut, to the disadvantage of their communities.”

One in five of councils have reduced or weakened care services in the past 12 months, the survey revealed.
